Feature lists all blur together. Here is the one question that actually separates these tools, and it takes ten seconds to ask:

Can it increase my total ad spend without asking me?

“Agentic” and “fully autonomous” are the words of the year, and they mean the software acts on its own. That is excellent when it’s pausing a losing ad at 2 a.m. It is a very different feeling when you discover on the 30th that it decided your budget should have been higher.

A rule engine will do whatever rule you wrote — including scaling budget, if that’s what you told it. A suggestion queue can’t spend anything, but it also can’t help you on the weeks nobody logs in.
